We can do this legally - Draft 2 of ICASA's Licence Exemption Released
One of the things that was bothering us from the start is the fact that we will never be able to afford a license from ICASA and our network will thus always be, strictly speaking, illegal.
The law however, has been a big mess lately with the new Electronic Communications Act being written but not implemented yet. On the one side you should obey the previous law, but on the other side it's just a matter of time before the new law is set in place.
Even though this new law has been written it is still unclear to most people how this will effect the average network. For us as wireless user group it all changed when yesterday ICASA released the second draft license exemptions.

Dominic Cull, a lawyer with NicciFerguson, says this latest draft regulation is a revision of the initial draft discussed in October during a workshop between ICASA and industry representatives.
“The importance of this draft regulation is that it identifies the wireless user groups as significant players in the arena,” he says.
The draft regulations allow wireless users to mesh (interlink) their networks and sell capacity as long as it is not for profit, or based on a recovery basis only.
